Two years ago this week was not an anniversary anyone marked, but it is worth noting what New Zealand’s first AI strategy said about work. Released by MBIE in July 2025, “New Zealand’s Strategy for Artificial Intelligence: Investing with Confidence” put the country’s AI bet on adoption — being smart users of technology built elsewhere, in agriculture, healthcare and government. It also named the barrier most likely to sink that bet: a shortage of AI skills, which the Datacom State of AI Index found was the main reason 43 percent of non-adopting businesses gave for holding off.
The skills bet has not been settled. The intervening labour-market data suggests New Zealanders adopted AI faster than they learned it — and that the gap now matters more, because the wider job market provides less slack.
The Numbers That Frame the Gap
Start with usage, which is close to universal. Robert Half’s NZ research found 91 percent of Kiwi workers use generative AI to some degree in their role, with 26 percent using it every workday. Then look underneath, where the picture inverts. KPMG’s NZ survey found just 24 percent of New Zealanders had undertaken any AI-related training or education, and only 36 percent believed they had the skills to use AI tools appropriately.
That is the defining mismatch of the NZ labour market in 2026: near-universal use, minimal formal capability. The AI Forum’s third productivity report found 91 percent of AI-using businesses report efficiency gains and 77 percent reduced operating costs — real value, achieved mostly by workers improvising their own training.
The context around those numbers has hardened since the strategy was written. Stats NZ put the unemployment rate at 5.6 percent in the June 2026 quarter — a decade high, up from 5.4 percent in March — with underutilisation at 13.8 percent. Around 166,500 people were unemployed, and long-term unemployment rose by roughly 8,000 people over the year. Job ads have been softening through winter, per SEEK’s monthly reports.
Into that market, the government strategy proposed its response: Budget 2025’s $213 million for tuition and training subsidies, $64 million for STEM and priority areas, and $111 million supporting enrolments and Youth Guarantee students. University programmes like Victoria’s Master of AI address the top of the skills ladder. What the data shows missing is the middle — structured, employer-connected training for the tens of thousands of workers already using AI daily without a framework.
What a Skills Gap Looks Like in a 5.6 Percent Labour Market
The practical risk is not that New Zealanders cannot use AI. It is that they cannot prove it. In a hiring market where applications per job ad are rising, an unstructured, self-taught skill is the hardest thing to demonstrate on a CV — which pushes hiring toward credentials, or toward people who already hold the jobs.
For individual careers, the actionable reading is unglamorous but clear: formal evidence beats informal familiarity right now. A short, assessable AI credential attached to an existing profession — teaching, trades, accounting, healthcare administration — is currently a differentiator precisely because so few workers have one. PwC’s NZ Jobs Barometer, which found AI-related job ads more than doubled last year, put a 62 percent global wage premium on AI skills, a premium that exists mostly because credentialed supply lags demand.
For policy, the honest question is whether the strategy’s tertiary-led approach was ever going to reach the SME workforce where the gap is widest. The strategy itself noted 68 percent of NZ small and medium businesses had no plans to evaluate or invest in AI — a figure that predates the current wave of worker-led adoption. Workers moved first. Training systems are still catching up.
